It means that if my first preference is for a losing candidate which is less liked than any other available candidate (or a candidate which is no longer available because it already won), but I express a second, third, etc preference (Say there are 5 candidates available but I only express a preference for three of them), then once it's determined that my first preference is for a losing candidate as described, BUT NO OTHER CANDIDATE HAS WON YET EITHER, that my vote is "transferred" to my second choice (as if I'd originally said they were my first choice).
If my second choice turns out to also be a losing candidate which is less liked than any other *remaining* available candidate, BUT NO OTHER CANDIDATE HAS WON YET EITHER, then my vite is transferred to my third choice as if *they* were my first choice!.
If my third choice turns out to also be a losing candidate which is less liked than any other remaining candidate, BUT NO OTHER CANDIDATE HAS WON YET EITHER, well... Even tho there is another round of voting, because I did not express a preference for any of the remaining candidates my vote is used up and I have no further effect on the election.
IRV, as it seems to be used here, appears to say that when an individual's slate of choices is all used up, if none of their choices is selected they have no further influence on the outcome. I could see another alternative where if someone's vote is "used up" their vote automatically becomes a permanent "None of the Above" selection -- in such a case, if "None of the Above" geta a majority another election would have to be held, and some or all of the candidates from the first election might be prohibited from sunning in a second election (as a majority of votes chose to elect no one rather than any of the candidates remaining on the ballot).
Does that make any sense?
